 Job Duties & Responsibilities: 
  • Assist Lead Estimator in managing estimating processes for large design-build and PPP infrastructure projects, including highways, bridges, tunnels, ports, rail, and other large civil projects
  • Lead discipline specific estimators to develop competitive direct cost estimates, including mentoring and aiding junior estimators
  • Lead one or more Technical Work Groups, specific to various disciplines, in order to develop innovative and cost-efficient solutions to project design
  • Participate in constructability reviews and development of comparative ROM estimates for alternative engineering solutions
  • Lead discipline specific quantity take-offs and reconciliations with partners.
  • Assist in the development of Bid Items, project resource pricing, and Joint Venture estimate instructions
  • Coordinate with JV Partner estimating staff to ensure estimates are developed in a comparable fashion
  • Assist Lead Estimator to develop most cost-effective construction means & methods, traffic control, and project schedule
  • Assist in risk analysis, BRMF development, and contingency analysis
  • Participate in estimate reviews with Fluor management and partners
  • Assist in estimate close-out: subcontractor and material comparisons, final cut/add sheet, completion of all pricing forms, revenue curves, and any other estimating duties, as required for proposal 
Experience Requirements:
  • 12+ years estimating experience with a major heavy civil, highway, or bridge contractor
  • Overall general knowledge of mass earthwork, rock excavation, paving (concrete and/or asphalt), bridges, walls, drainage, tunnels, transit, and tunnels
  • General understanding or past Project Management is preferred
  • Sr. or Principal Estimator on large Joint Venture estimates
  • Civil Engineering Degree (or equivalent) preferred
  • Prior Design/Build involvement
  • International project experience a significant benefit
  • Knowledge of highway and bridge design concepts, experience interfacing with designers in the value-engineering process
  • HCSS HeavyBid (or similar)
  • Knowledgeable in use of take-off systems such as AgTEK and Terramodel
  • Knowledgeable of Critical Path Method scheduling procedures
