Job Description
The purpose of this position is to provide the essential administrative processes, technical knowledge, and perform the work listed. This role has the responsibility to promote competitiveness within the global marketplace by delivering quality services of unmatched value and technical competence. This position serves as an Area Lead on assigned projects or performs moderately complex engineering assignments, evaluates, selects, and applies standard engineering techniques to a medium set of difficult assignments. 

• Apply Cost Competitive Execution techniques to develop the most cost-effective total project solution for execution of the discipline engineering work 
• Develop and review specifications, including design criteria 
• Participate in activities associated with equipment and material procurement, permitting, and subcontracting 
• Assign work to teams, monitor and manage the work 
• Perform and check calculations, specify equipment, and solve moderately complex engineering problems 
• Review vendor equipment documentation within the discipline and from other disciplines for compliance with project requirements, and actively seek discrepancy resolution 
• Analyze and make independent recommendations regarding solutions to problems with varying complexity in accordance with organization and/or project objectives and guidelines 
• Other duties as assigned 

Basic Job Requirements
• Accredited four (4) year degree or global equivalent in engineering field of study and six (6) years of work-related experience; a recognized professional certification or registration in the applicable field, if required; some locations may have additional or different qualifications in order to comply with local requirements 
• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors 
• Job related technical knowledge necessary to complete the job 
• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines 
• Ability to attend to detail and work in a time-conscious and time-effective manner 

Other Job Requirements
· Oversight of MCD under 4COM Contract 
o Interact and direct sub-contractor related to design responsibilities under this contract 
o Review/provide monthly man-hour reports 
o Review and sign off on monthly pay applications 
o Review design submissions to include comment and verify (Step 5) per CDQP 
· Participate in design coordination meetings between sub-contractor and other designers 
o Duct bank design and clash detection 
o Light Rail Vehicle (LRV) to Wayside communication 
o Tunnel space proofing to coordinate with all disciplines who will be placing equipment in the Plymouth Tunnel and the Bethesda covered alignment 
· All systems aspects related to Sections 16, 17 and 18 from the Technical Provisions to include the following: 
o Section 16 - Communications 
§ Communication Infrastructure Backbones (Line-specific, MDOT) plus Cross Street Fiber Optic 
§ P-25 Radio System (to interface with MDFirst network) 
§ Telephone Systems (SETs, WETs and Administrative) 
§ Wi-Fi System Design (Line-specific, MDOT) 
§ Passenger Information System (PIS) to include Public Address and Variable Message Signs 
§ Automatic Vehicle Location System (AVL) 
o Section 17 - Control and Monitoring 
§ Various SCADA Systems 
§ Traction Power 
§ Elevator/Escalator 
§ Building Management (interface with design by others) 
§ Tunnel (ventilation) 
§ Communication (to include Network Management Systems) 
§ Fire/Security 
§ Fare Collection 
§ Train Traffic Management (TTM) 
o Section 18 - Fire and Security 
§ Fire Management System 
§ Access Control System 
§ Closed Circuit Television System 
o Participate in ITS Design Coordination 
§ Interface with AHJs and stakeholders 
§ Montgomery County DOT associated ITS design 
§ MDSHA 
§ Provide Review and Comment on Traffic Designs where associated with train control elements. 
o Interface with MTA (or client representative) on issues related to communication 
o Meet with client on design concerns related to interface with MDOT CIB connectivity and MDFirst Radio design 
Preferred Qualifications • Professional registration and membership in technical society 
• Advanced knowledge of discipline codes and standards, commercial availability and cost of materials 
• Practical field experience 
• Intermediate computer and software skills to include the use of word processing, e-mail, spreadsheet and electronic presentation programs
