POSITION OVERVIEW:
Manages all contract activity for a Division, a major market segment, or for a major project.  Need someone with experience in Sourcing of Engineering Services (i.e. Softwares, Licensing etc.). Certifications is a plus (such as CPSM etc.) 
 
QUALIFICATIONS:
4-year degree in Business Administration, Finance, or related field and 10-12 years of prime contract administration experience within a large engineering and construction firms.
Requires a comprehensive knowledge of industry business practices and the negotiation of prime contracts. Must also possess strong written and oral communication skills, excellent interpersonal skills, and a working knowledge of PC software packages typically associated with contract administration.
Proven ability to perform the following requirements:
Project Management: Contributes to identification of objectives, deliverables, plans, timelines, and budget. Drives project activity and realizes 100% completion of the project through the communication of expectations, enforcement of deadlines, and periodic evaluation of standard and quality of deliverables. Sets corrective action plans, and implements contingency plans as needed. Brings issues immediately to the attention of senior management, and consults with senior management and project management experts as needed. Facilitates communication between project team and stakeholders. Significantly contributes to quality reviews and utilizes project management tools.
Communication: Applies active listening techniques by confirming understanding of issues being discussed and asking clarifying questions. Puts information into context, and demonstrates comprehension of complex issues. Independently, or with minimal supervision, prepares and presents written reports and presentations, using data from a variety of sources. Demonstrates ability to facilitate parts of team meetings. Can develop and implement basic communication plans. Maintains open channels of communication with internal and external stakeholders. Understands and utilizes different communication styles as appropriate.
 
RESPONSIBILITIES:
Participates in Division, Company, and Corporate strategic planning activities for specific projects (e.g., risk assessment, bid/no bid analysis, participation in business plan development, etc.).
Provides technical guidance to assigned personnel, and ensures proficiency and timeliness of contract administration. Responsibilities must include or be able to demonstrate:
Financial, Cost, Spend Analysis: Must be able to independently identify trends within a data set. Defines appropriate data/information needed to meet objectives and develops an effective plan for gathering that data. Can utilize data analysis to solve business problems. Draws conclusions from analyses that are not immediately obvious.
Negotiation and Influence: Leads the development of negotiation plans and readies team for pending negotiations.
Supplier Selection and Management: Builds in-depth knowledge of supplier’s business strategies to assess likelihood of long-term fit with Parsons and can quantify risks and opportunities. Must be able to prepare RFI/RFQ/RFP?s that cleanly allow internal stakeholders to assess the validity of various bids/proposals. Utilizes basic comparison metrics to determine best-fit suppliers for basic sourcing arrangements.
